Where the Nobles commit crimes to enact Laws...
A Mafia-like city-council continues to hold Court on behalf of the Once and Future Emperor — holding his seat of power until he returns. Hypothetically, they discuss and then vote on municipal policy, as they are all equal in power, and then each are in charge of carrying it out in their sections of the city. If the Emperor were here, it would be he who dictates the laws and the nobles who carried it out. While nobility is typically hereditary, the recent war and increased industrialization have resulted in the rising middle class. So in the last three generations or so, additional families have been deigned nobility in the last few generations - while others have been stripped of their wealth and titles.

If the Aftokratoria gets their way, the Northerners will all lose their noble titles and their wealth will be redistributed. But this has yet to be litigated by the Senate.
The nobles supposedly uphold the Once and Future Emperor's vision for a just and peaceful world. Though most nobles are here for their own ends and while there are laws against murder, if no one can stop you...
Crime and Punishment
In Nouveau Thuille, technically individual watchmen will carry out punishments for criminal law - which can include fines, beatings, or honestly, whatever the watchman feels like at the time. Every watchman probably belongs to one Noble House or another though by payroll and so laws are enforced differently depending on the watchman and who you are.
The nobles functionally have no laws and can do whatever they please so long as they have the power to back it up. This means, however, that the most powerful nobles will keep the lesser ones in check.
Civil law is usually handled by nobles - with people telling them if they're getting married or divorced or whatever and if someone is stealing their wages or whatever. If they don't like the answer of one noble, they can typically go to a different one and get a slightly different answer.
