Of Kings and Queens and Warlords
The Warlords each have their internal traditions — typically involving hereditary rule, similar to Monarchies. However, when a Warlord dies, they leave behind a Trialhall — a dungeon challenge designed to ready the next ruler. Only through passing it can the next-in-line truly take the title of “King” or “Queen”.
Crime and Punishment
In Saegenheim, all legal issues are brought to the local King or Queen and they either deal with problems personally or send them to a personal advisor to handle the issues.
Hypothetically, a monarch can simply do whatever they wish, and the people are at the mercy of their quality. However, there is a culture of upholding honorable and kind practices and part of that tradition is a culture in which everyone is taught to fight. This means, in practice, any monarch who is disliked enough will simply be slaughtered by a mob.
Thus, a monarch will fill their immediate Court with family and other people they can trust. But they are held up to the standards of the rest of their people.
